Can a PS3 Steam account connect with a PC Steam account

My friend has a PS3 Steam account, would that prevent me from friending with a regular Steam account. If there is a way to friend them please do tell.

Try looking them up either by their PSN name or by their email address. Technically you two should be able to find and friend each other, since you can cross-platform Portal 2.
