New resolution issues

So i recently built my new PC, and after installing all the drivers, my monitor has black bands around the edges. I have a Radeon r9 280, a Dell ST2310 23" monitor, and the latest drivers (AMD Catalyst 14.9). I tried to fiddle around with the CCC scaling options but nothing changes anything. What else can i do?

What does it show as the "native" resolution? (resolution should be like this: 1920 X 1080 (native), 1680 x 1080, 1600 x 1200, etc). You should have the GPU set to the correct native resolution.

Check your device manager to make sure your monitor is setup (not "Standard VGA" or something similar). If not, install the driver for the monitor.
Both the GPU and the monitor should have adjustments to get rid of the black bands. On the AMD Catalyst control panel - I believe there are two settings - one is scaling on the GPU - the other is on the monitor.

Is the monitor brand new? If you can't resolve it - try it on another PC to see if it is a problem with the PC or the monitor.

The monitor isn't new, i used it with my old pc at the same resolution with everything running fine.

My monitor does have a horizontal and vertical position option, but it's greyed out and i can't access it. I saw some posts with the same problems and tried to do that the solutions said, like changing the resolution then changing the overscan settings and stuff like that, but nothing works. The only way i can have a fullscreen display is if i put my resolution to 1680x1050. Also if it put it to 1920x1080, the quality of the image is all fuzzy, and the only way to get it to be completely clear is by setting it to 1776x1000, which still leaves black bars. I dont know what else to do.
