So I have two questions
1. If I were to add another hard drive to my computer (like a SSD) how would I transfer my OS to my new hard drive.

2. What are the key features I should be looking for when I'm comparing two different SSDs and can you give me any recommendations (preferably under $150)

To answer your questions briefly:

1. Adding an SSD and making it your OS drive can happen either by a clean install or cloning of your old OS drive.
The preferred and recommended solution is a fresh install of the OS because you don't clone/migrate all your dump, temp, junk and redundant files that are flooding your system on your old OS installation.
I'd also suggest to reinstall your OS, but if you however insist on cloning/migrating, here are a couple of links that might help you:
