Not sure about that psu, but this is about the best you will do for that budget. Maybe an r9 270 or r7 265 for gpu.
Seems like a console might be a better option.

Above build will fry don't use it. Sorry Legend but no matter what situation you are in. You never use cheap cheap cheap power supplies. Just use a CX 430.. Atleast it has some name behind it :)
