New Build: Power button won't turn off computer, No Display

I have a brand new build! My first. I've fixed computers for a long time, so I thought I'd build one. Now, I have a peculiar issue.

I can turn on the computer. Sounds fine. But, nothing ever shows on the screen. Within a few seconds of when I initially boot up, the power button works just fine. However, after it has been on for any period of time, the power button refuses to turn off the computer. I have no recourse but to open the circuit at the power supply.

I have:
...Seated every component at least twice (including the CPU).
...Checked the voltage on the CMOS battery.
...Seated every component in different locations (where possible).
...Double-checked my connections. Nothing backwards. Nothing loose.
... A PCIx16 graphics card (GTX 750).
... A good enough camera to post a picture of the build if anyone wants it.

I do NOT have:
... Onboard graphics.
... Another motherboard with an x16 port on it.
... Another graphics card.
... A way to test the motherboard and graphics card independently of one another.
... Any more money to spend on this, so I'll just have to be a man about it and say I've pissed away a month's pay for some fan noise if I can't find a way to fix it myself.

Perhaps a computer shop will let me borrow a working build to test the graphics card and/or processor for a nominal sum? I bought the motherboard and the graphics card open box, but I understand they tested those :??: It was a humid working environment (no a/c), and I touched large metal objects frequently, so I doubt it's static.

....And for the record, I'm guessing it's the motherboard....

I'd be most grateful to anyone who can work out a likely solution or at least the most likely origin of the problem.
