PC will not boot with GPU installed?

On my first build and I'm having problems my test boot. PC will not boot with GPU installed. Without it, everything runs smooth, but if it's installed, the fans on the GPU will literally move a half inch and then go dead, any attempts to reboot do not work afterwards. Any suggestions? I cannot test GPU in another PC fyi. http://pcpartpicker.com/parts/partlist/

Sapphire recommend a 750W PSU for that GPU, but your PSU only delivers 576W on the +12V rail, which the GPU uses. The GPU also requires 6-pin and 8-pin PCIe connectors, so I assume you have both connected? Your PSU should have one of each.

If both PCIe connectors are in place, I'd wager that your PSU can't deliver sufficient wattage to the GPU.

Don't think it's the PSU because it works fine without the GPU
