Yes it is i will say go for some other brand of gtx 970 evga has some heating problem with the 900 series so asus strikex ,gigabyte g1 and the msi twin frozer are some good brands you can go with and the PSU is definitely a good one but for your build a 500- 550 watt would be enough.

Yes it is complete but you could get something WAAAAAY better for that kind of money let me build it for you, and don't worry the EVGA model is completely fine. Here don't worry it is with Aussie prices. http://au.pcpartpicker.com/p/RyyNBm better CPU cooler, K processor, Z97 SLI board better case, only thing we downgraded was SSD storage
If you are worried about the "EVGA heating problmes" here's an updated list, it's basically the same but with the Gigabyte version of the GTX 970 http://au.pcpartpicker.com/p/4NpwCJ

Do you have more sites than just this one? Because if it does have heating problems I think it would be reported way earlier
There is a quite a fuss about this and evga has also responded to the problem i have heard about that but not more i dont know they have improve the heatsink or not but there might be a defective lot out there so its best to avoid the evga 900 series for now may be later when they solve the problem i will myself start suggesting evga cards i like them personally.
