My PC restarts during power failure despite UPS

Greetings,
I've moved to another country where electricity is not stable and goes high/low or even disconnect ( power failure ) many times a day. So, i brought an old UPS i have (Hawk ) and connected it to the outlet and connected the PC and the LED screen to it

When the electricity goes high/low or when it disconnect my PC restarts
I use a very good power supply ( Hawk - 1200V/A ) so any idea what the problem could be ?

Note 1: When the electricity goes high/low or disconnect the PC doesn't actually restart, it just half turned off, i mean i can still hear the fans rolling but there is nothing on the screen and i have to turn it off then on
.
Note 2: Sometimes when electricity goes high/low or disconnect the PC keeps working normally.

It certainly sounds like your UPS isn't functioning. When the fans are still rolling but no display it usually means the components have died/shutdown for some reason. This is often due to over-volting so you may want to consider getting a newer UPS which has over-volt/current protection.

Yes, its seems that the UPS with which you have connected your system is not working properly and you need to check it up either with technician or you need to change the battery of the UPS.
