The "paper clip test" only proves that your PSU is not completely busted.

The output voltages can still be out of tolerances and the PSU can also be failing to maintain regulation during turn-on when loads are attached. The only two ways to definitively rule out PSU as the cause is to try a known-good PSU or measure outputs with an oscilloscope to make sure all PSU outputs actually behave correctly when under load.

Some PSUs, particularly the "tier-5" brands/models like Diablotek have a reputation for killing computer components but still "working" after the fact. People repair their PC and then their new components mysteriously fail again, and again, and again until the PSU finally grants the courtesy of killing itself and putting an end to it.

i just found out the problem,. the video card is the culprit., when i removed the vcard my desktop turned on and everything is working fine., but when i put back again my vcard on the pci e slot., try to turned it on no power again., so which means that my vcard is dead???

Or the GPU could still be fine and your PSU has become too weak to turn on when the GPU is plugged in.

Both scenarios are possible unless you are 100% confident in your PSU or have tried with a definitively known-good PSU and get the same no-boot issue with the GPU in, normal boot without..

when i tried to used different video card with no 6pin connector my mobo is working fine,. but when i tried to switch to my main vid card with 6pin problem occurs again., i dont think my 650 watts PSU cant handle it., but i will try to other pc if the problem still exist, if it does, the vcard is dead meat.,

ok here's what i did i used my gt220 dead vid card to checked if i can power on my dekstop and it did everything was working fine. even the fan of gt220 was spinning, but with no display bcoz it's dead.,

but with using my main vid card which is ati radeon 3850 HD it's causing my pc to show no power at all.,no lights, no fans spinning on 3850, aswell as the mobo, no beep, no everything.,

so what do u think guys? it could that my 3850 is dead or conflicting with the Mobo or PSU.,

Regardless of whether the GPU is dead or not, you probably still want to upgrade the Raidmax PSU to something more reliable before putting a new GPU in and risk blowing it up as well assuming your 3850 is dead. As said earlier though, it could also be that your old Raidmax PSU is simply failing to provide enough power to boot with the 3850.
