No, not really.

The Hyper 212 EVO already has a very good stock fan. Any upgrade brings the cost and noise way up. It would make more sense to just get a Noctua or better air cooler, or a closed loop water cooler.

If you already have the Hyper 212 EVO and just want to upgrade the fan, you only need 1. The Hyper 212 EVO already has great airflow and low restriction. Adding a 2nd fan has little-to-no benefit. This has been tested and only makes about a 1c difference.

Yes it would cool better because of the higher CFM and the fact that your adding anouther fan. Those are not PWM fans so they will run full speed all the time. I would add anouther of the same corsair fans with a spliter for the connector for the PWM speed controll that would be close to the same performance of the other fan just a few CFM differance.
