How to install windows without optical drive

I'm gonna build a budget gaming pc but i decided to exclude the optical drive because those thing are like $15 and nowadays who uses a cd... I would most probably use windows 7 but maybe i should just use windows 8.1 and update to windows 10? yeah tell me about that too :p . So can i just install windows to my pc through my hard drive or usb? thanks.

You can convert a USB key into a bootable device using a program like isotousb (http://www.isotousb.com/). That way, all you will need to do is plug the usb, start yout new computer BIOS and use the USB as boot drive. Once installed on the new drive, you can select the new drive (hard drive) into your new computer as the primary bootable drive.
