Not sure whats wrong with my computer

So I went onto my computer, same as always, and all of a sudden everything is running at about 10 fps. This includes browser, games, and even the windows start up icon. The problem is, when I go into a game, like League of Legends, the fps bar says that I'm at about 200 fps with 50 ping, like it should. But the actual game play is more like 10 fps with 300 ping. I have no idea what the problem is, any suggestions?

Specs: AMD FX 6300
AMD r9 270

Yes!! The Diablow teck psu's are notoriously horrible; been known to blow up and take PC's with them. Not kidding! Literally explode and catch fire.

What is your MB and PSU?
Do you monitor your CPU or GPU temp with software like hwmonitor, or core temp, etc?
I think it maybe the overheat issue. Or the PSU is under power for the r9 270, because the LOL is not either cpu or gpu intensive game.

I tried switching out the monitor, but the problem persisted. I also tried re installing the drivers. My best guess is that either something is wrong with the actual gpu, or the psu can't handle the setup. but can a psu really cause this problem?

If for no other reason then to save your PC, pull out that psu and replace it with something around 500-550 watts (depending upon what video card you plan to put into the PC) from Tier 1-3. Even a tier 3 is better then a Tier 5. OMG.
