I have a strict budget, but want to upgrade to gigabit Networking...

I have a Home Server(Plex media Server) with a Intel 82546 Dual Port Gigabit Server Adapter 8492MT PCI 32bit 1000M Nic that I bought off of ebay, and then 1 desktop(MSI GD65-Z77A Motherboard(has gigabit)), and then laptops and smartphones...

will either of those two perform well enough with the intention of File sharing and Plex media Server

Solution
Which box color do you like better that is mostly the difference.

In a home environment the switch will likely be able to run faster than your equipment.

Although it is hard to say for sure most these cheap 5 port switches use the same switching chip made by broadcom (neither dlink or tplink actually make chips)

In any case both device claim to be wirespeed and tplink actually says it can do 10g but I suspect both can. What this means is the switch can send 1g and receive 1g of traffic on all 5 ports all at the same time.

Highly unlikely you will be able to get even a single device to send 1g of traffic.
