did you properly connect the power button? Try reversing the power button connector.

Looks like you need BIOS 2 to support that CPU

I find it very unlikely but there is a chance you got a board with too old a BIOS installed to use the newer CPUs.

You can't. You need a compatible CPU to do the update. If you live close to a store like Microcenter or another computer store, they might be able to flash it for you.
