4K monitors, enough power to edit video

Hello, my 4 year old Dell is starting to give me problems. At the moment this is what I have:

Studio XPS 8100
AMD HD5700
16GB RAM
128GB SSD for all running programs
1 1.5TB & 1 2TB HDs inside the box for storage and files
1 27inch Dell U2713HM and 1 27inch ViewSonic VG2732

I'd like to keep the 27 Dell monitor as the colors and vibrance on it are fantastic and get rid of the VewSonic. Replace is with a 27 inch 4K monitor, not sure what model yet.

I do a lot of photoshopping, image processing.
Work on a lot of videos as well, with Premiere Pro. Not looking to start editing 4K videos, will stick to 1080 for now.

I'm looking to either buy a ready computer or build one that would be able to run those 2 monitors effortlessly as well as allow me to have both Photoshop and Premiere open at the same time as well as the usual array of multiple browser tabs, etc. Something that will last me at least 2-3 years without seeming outdated.

I'd like to spend under $2K on this system, if possible. I understand monitor would probably need to be extra, depending on if I opt for one of the cheaper ones on the market and just use it as browser/work monitor with lots of things open and keep using the Dell as primary photo/video editing monitor, or, if I can swing it, get a better quality one that is on par with color and contrast quality with the Dell.

I appreciate info, ideas and thoughts.

Another (probably dumb) question... I see the video card outputs on their website listed as DisplayPort and some others, while for the monitor on Samsung's website it says DisplayPort 1.2*1 and cable included. Are those two things compatible?

All semi-recent GPUs support DP 1.2 so that is not a problem unless you plan to buy a GPU model that is over two years old.

Looks like the RAM I have will not work with that motherboard...

Well, I got the parts in, put it all together, plugged the 4k monitor in as well as my 27 inch Dell and it looks like the video card can only handle 1 4k monitor... doesn't seem to be able to work with the Dell as well, which is at 2560 x 1440...

Guess I should have read the descriptions a bit more carefully before ordering...
