i cant get my hp desktop to boot or start up

Have you tried resetting the BIOS to default settings? You might have a RAM or hard drive issue, and that's what it sounds like.

I'd download and run Memtest86, run for 7 passes on each module individually. You'll need to remove all but one module. And actually, if you have more than one memory module you might first try removing all but one, making sure it's in the correct slot for single module operation, and see if the issue persists. Try this with each module. It may be you just have one bad stick of RAM.

If no success there, try the Data Lifeguard Diagnostic for DOS from Western digital. It will work on any HDD.
