Delta 120mm fans throttling?

I have 2 delta fans connected to a touch screen fan controller.

It works fine with my other fans but if I connect a delta it powers up for a few seconds then off again and again.

The delta fan has 4 wires RED BLACK YELLOW BLUE

any ideas?

red and black are pos/neg

yellow is fan RPM and blue is PWM control


if the 4 pin isn't correctly placed on a 3 pin connector, it would exhibit those symptoms.
The PWM and Fan tach wires on the Fan controller could be switched, that would also cause this to happen.
