External HDD wont appear on my computer but appear on disk management et device manager!!

when i connect my Touro external hdd to my laptop it wont appear on my computer, but can be seen in the disk management like this:-

i try to assign a new letter to it but it says this :-

how can this be fixed
i really need whats on my external hdd

After that just go ahead and try assigning a new letter to the drive again.

Try Boogieman's answer first. It doesn't appear that the drive management tool or the OS can recognize the file format.

Have you looked at i believe it is EaseUs disk manager, I believe it has a tool for partition repair. Also, have you looked into a file reovery program like recuva to see if it can recover the files (i dont know if it will work since the computer cannot officially see the drive), if it does see it (the program) make sure you recover to a different physical drive so that you do not overwrite information
