I bought hp with a AMD Radeon HD 86 10G graphics card. The max resolution I can get it to go to on my 32" Monitor is 1920x1080

Solution

Hold on a second, you said 32" monitor, that is not exactly the same thing as a 32" TV. If it's an AOC TV, it likely is running at the correct resolution. The 32" Monitors like this http://www.newegg.com/Product/Product.aspx?Item=N82E16824001971&cm_re=32_inch_monitor-_-24-001-971-_-Product have a higher than 1080 resolution. 32" TVs would not. Just do a web search for your TV and look up the specs, it will tell you...

The TV is an AOC off brand . I am using an HDMI cable from the laptop HP 15 -n243cl, same as the HP 15z on Costco's website except mine has 12MB Ram. The old computers were connected with a VGA cable.

What you were doing before is like gluing a Ferrari speedometer to a Honda Civic, it may show 200mph on the speedometer but you're not going to reach that. Look up the native resolution for the TV that's what the computer should be set to.
