Crossfire x16 and x4?

There are thousands of threads out there about this topic. So I apologize, but I can't get any strait answers. I have a biostar TA970 motherboard, say what you want but for tge budget build I have I love it. But it only has a x16 and x4 PCI e slots, it does support crossfirex. But in the fourms some people say you'll see a 5% performance hit. Does that mean that adding that second card will make it worse than just having one card? Or its like having 195% of the cards combined?
PS its an r7 265 MSI. It runs bf4 on high about 100 fps on 1600x900. So when I upgrade to a 1080p monitor will the second card help?

The GTX970 is an amazing card value/performance, but the 285 is great for most at 1080P. The 10% is compared to CF on a board that does X8 X8 both cards, You would be looking at 40-50% boost max with the second card.
