Strange CPU Performance in Games

Hey guys, I've recently built a PC and i'm getting some kind of strange performance with it..

First, here are my specs:
ASUS M5A99 FX pro 2.0
AMD FX 6350 Black six cores 3.9 GHz -----> "probably is the issue"
8 GB of DDR3 1600
ASUS R9 280 crossfire -I usually play with a single one
Corsair RM 850w
Windows 8.1
Catalyst 14.7

The most important issue is, i don't actually get enough performance as i should in crowded areas or cities ( anywhere that so many objects exist ) in the games that i play..
This happens with any graphical setting from low to high. for example when i play planetside 2 at it's bio-lap ( a huge building with a lot of objects ) with over 200 players i get about 45-38 fps. i know it's has more load than the other places but the fps doesn't change really much on lower settings. not even ps2; but also in other games like skyrim in cities;arma series; borderlands when looking at crowded areas, and pretty much in any game.

It seems to be a CPU problem as it looks, because i get a lot of fps in smaller areas and gpu is working good enough.
Also my crossfire is not acting well in some games that support it. and that's another reason why i blame it on cpu. ( it's working fine on many games tho but not at crysis 3 )

- CPU usage is about 40 - 50 "in game"
- CPU is not over-heating and the temps are about 50-68 "in game"
- Core unpark is not helping even in some cases caused less performance

what is wrong with it.. could a 8350 fix this?

as i said i play without crossfire, unless it's the game that i surely get more performance out of it.

 
Oh... Sorry, just re-read your post. I really doubt your CPU would do that, that's not a bad CPU, especially with only a single 280. Are you sure it isn't overheating and undervolting? Download AMD Overdrive and tell me what the thermal margin temperatures are. I don't entirely trust your 50-68 temp readings, so let's use AMD Overdrive, it'll be more accurate and effective in evaluating the thermal performance.
 
And I assume you encounter the same issues in Crossfire?

And wait... are you sure it isn't your Internet connection? Your CPU looks like it's running fine, and given that it happens at any graphics setting, your GPU is fine. I thought it maybe the PCI-e lanes but given that you aren't cross fired that should be okay. Are you on wired Internet when you enter these 200 player maps?

Nope it isn't internet, i used wired all the time and also the problem with low fps in cities happens in offline games too..
such as crysis 3 when looking at the grass field or a huge area!
