Far cry 3 30fps

My specs are as followed;
-Athlon II x4 750k Black Edition 3.40GHz
-Sapphire R9 270 2gb
-Corsair Vengeance DDR3 1600Mhz 2x4GB Dual Channel 8GB kit
-500w Corsair Bronze
-1TB WCD Hard drive
-Gigabyte GA-F2A88XM-D3H Motherboard
-Windows 7 Ultimate
-BitFenix Comrade Case Midi-Tower

Basically i would like to know why i am above recommended system specs for this game but it won't go above 40fps on 1920 1080p in open areas on high, even on medium?

it depends on how much money you want to spend...
I´d suggest the i5 4690k (~200$) or you might get lucky with the older (=cheaper) i5 4670k
with the asus ROG maximus VII Gene (~170$) -or for a little cheaper the asus z97m plus (~120$)
your PSU should be fine if you don´t OC too much

for that setup I´d expect 35-40FPS on low settings and no AA
but minimum system specs only mean that the game will run it doesn´t say how well it will run and from ubisoft, I wouldn´t be surprised if their min requirements give you 24 FPS at 720p with the lowest settings possible
 
Okay then what i5 cpu, compatible socketed micro atx board with x2-4 ram slots a x1pcie slot should i get. As that is what people are recommending that i upgrade to in a year.

I'm looking to play Farcry 3 on high at 60fps and Killing Floor 2 next year on high at 60fps.
Which all can work with my current card and psu power, I don't want to upgrade and not have a powerful enough psu.
