Hey guys. I am almost done and ready to order all the parts to my first PC build:) it's going to be

I5 4590
Msi geforce gtx 970
Asus h97 plus

I am hoping to get a good quality monitor for $200~ but I don't want to waste money by getting 144hz over 60hz and 1ms over 5ms! I really don't know if there is a difference in quality/clarity when I am gaming. I was looking at the asus vg248qe 24" monitor and it looks really good and has great reviews. Is the 1ms and 144hz necessary for a clean gaming monitor? Will those specs help improve/look better when gaming? Are there better options with the same specs?

Solution
You'll find no complaints from me other than perhaps wishing the tilt adjust mechanism was more elegantly designed. The monitor has lovely colors. Stock luminance is too bright and should be turned down with the buttons.
I personally dont see a point too getting a 144hz over 60hz If you're not looking to become a high level FPS player, then 144Hz is just a visual effect. The added sensory input data isn't going to make any game better and 1min response time over 5 min when human eye could not detect any difference.

The monitor you have chosen is a good one so i am not giving you any more suggestions.

I use an ASUS VS239H-P which is a 1080p 60hz IPS monitor (for $160) with respectable response times.

What the difference between IPS and TN: http://www.tnpanel.com/tn-vs-ips-va/

TL;DR IPS has much better colors and higher viewing angles, TNs have better response times and a higher ceiling on refresh rates.

How will I know which monitors are tn and which are ips? If I'm going to be gaming I should get a tn monitor? Again, is there any visual/quality differences between 144hz and 60hz, and 1ms and 5ms when gaming?

There is a difference for very experienced gamers.

Here is an excellent video by LinusTechTips going over 60hz and whether the average gamer can tell the difference: http://youtu.be/yWEpIwNDeCA
Hint: They can't.

Most likely in the specifications, it will say what type of monitor it is. Most IPS monitors tend to be very expensive so the VS239H-P is a rarity.

Hmm. Well I took a break from gaming for a few years but I've been a serious gamer for years in the past so I think Ill be able to tell the difference just a tad. Will I be able to use the monitor to it's fullest with the gtx 970 graphics card or will it just depend on the games fps rate?

Yeah, that depends on the game FPS. If you're getting 144 FPS and higher, then it'll be smooth looking (if you can tell the difference). You'll have to watch out for screen tearing though, some games aren't meant to be played above 60 FPS (like Skyrim, although that game has more physics mechanics issues over 60FPS).

Like @prit87 said, unless you're a competitive player/have money to throw, the 120 and 144 hz refresh rates aren't necessary. Although many people who have gone to those refresh rates swear they can't play with anything less anymore...

Well I've been reading some more and almost everyone says the only games that really benefit if at all are fast paced fps games, and that mmorpgs are better off played with a 60hz ips monitor because of the color quality. Do you know of any good 60hz ips monitors I can look into?

Edit: is there such thing as a 144hz ips monitor?

I know what you mean, that's what I first thought when I got the monitor. But 23.5" is the sweet spot for 1080p as the pixels aren't weirdly disfigured like some of the smaller monitors are, nor clearly visible like some 27" monitors.

I have answered that human eye cant differ between the 5 and 1 ms and if you dont experience any ghosting on 60hz then why bother spending more on 144hz.
