Hi
Are you 100% sure it is the CPU fan?

You can stop the fan from spinning for a few seconds. It won't harm the CPU.

If the sound stops then yes it is the CPU fan.

In this case check that the fan wasn't moved accidentally when installing the new hardware.

I know I've done that myself in the past.

Some new thermal paste and reconnecting my fan fixed that though.

The GPU will not make your CPU fan louder, however if it is a much better card it may push more fps which would cause the CPU to work harder. This would result in more power and heat for the CPU.

If the CPU is working harder and getting hotter then naturally the fan will spin faster resulting in more noise.

What CPU cooler do you have?

Sometimes when I boot up my pc the fan noise is not their and most of the other times it is right when i boot my pc up so it couldent get that hot to have fan fan speed increase that much. The noise i sure is not normal fan loud its really loud like able to hear it in the next room and my walls are very thick.
