dhcp and sens services hung on starting windows vista dell desktop

My computer hangs on welcome screen then loads next screen is black hangs then desktop screen loads with only the navigation bar on bottom of screen flickers then desktop screen comes on and says sens service not working and dhcp service not working went to services both are hung on starting can't log on to Internet can't see event log did the netsh winsock restart reboot didn't change anything
