Help with/critique of budget build (Canadian dollars)

CONTEXT: I'm putting together a parts list for a new computer for my dad (for his birthday). He will primarily use the computer for internet/email/productivity but there will also be casual gaming and casual graphics software use. That said, I would like to get the most out of my budget. I'd really appreciate any suggested builds and/or comments on my working build.

BUDGET/NOTES: Ideally around 450 CAD and soft capped at 500 CAD before tax. 530 CAD is a doable hard cap for justifiably over-budget builds.

- I do not consider mail-in rebates, only bundle discounts and instant discounts.
- I will use newegg.ca (premier trial free shipping) and canadacomputers.com (live next to one) so shipping can be ignored.

Other notes:
- Already have OS, monitor, and accessories
- I need an optical drive but it's separate from this budget
- I have a strong preference for a mini tower
- There will not be any overclocking

- Anyone aware of any issues with the RAM or video card fitting into the case?
- Unsure of my video card choice. Comments would be great.
- Am I correct that an aftermarket CPU cooler is not necessary?
- Video card specs state a requirement for a 500W PSU. I see other builds using this card with less. What's up with this?

Alternate video card: MSI R7 260X (Any reason to like this one more?)
Altnerate PSU: Corsair 430W (Is 430W enough for the video card?)
Alternate case: HEC Vigilance Mini Tower (I like the look but is the quality acceptable?)

I don't quite understand this. I had thought that rated power was after efficiency loss (i.e. 500W = 500W).
