Overclocking a video card has nothing to do with the motherboard beyond it having a proper pcie slot with enough lanes.
It solely depends on the silicon lottery, the efficiency of the card's cooler, and your power supply.
You can have a "dog" or a golden overclocker, only way to find out is to overclock.
You can use either of those programs mentioned.

you can definitely overclock the 750ti. download msi afterburner and see what it limits give you.
its a step by step procedure. dont just plug in the numbers you find somewhere else, you need to test using a stability program like unigine valley and then test with actual games until you find stability and are staying in a safe temp range.
