Bad System Config Info

I have a BAD_SYSTEM_CONFIG_ INFO error and seem unable to correct it. When I try using my recovery disk to refresh my pc it says "The drive where Windows is installed is locked. Unlock the drive and try again." Automatic Repair doesn't work and neither does System Restore as this says "The restore point was damaged or deleted during the restore."
I have tried accessing Safe Mode by pressing SHIFT +F8 but nothing happens. I have also tried running CHKDSK, this says that problems have been found and to run with /F to correct these. However when I do it says "Windows cannot run disk checking on this volume because it is write protected."
Is there anything else I can try before I do a complete System Reset?

No, I just shut it down normally a couple of days ago and then when I booted up yesterday my monitor wasn't receiving a signal so I rebooted again using the power button. It then came up on the the screen but started doing this.

SOMEONE WHO HAS THIS PROBLEM I HAD FEW HOURS AGO I ALLMOST REINSTALLED THE FUCKING WINDOWS SOO GOO BOOT SAFE MODE WHEN YOU BOOT IT GO FAST TO MSCONFIG go to BOOT Advanced options and UNCHECK maximum memory for some reason the memory was at 80 i dont know why but it was at 80 so the windows and other important stuff couldnt boot because no memory to run it soo thats the problem just UNCHECK THE MAXIMUM MEMORY
