Update: It looks like the 2 slots furthest from the CPU on the motherboard are faulty. Does anyone know if it could be fixed or would the motherboard need to be replaced?

My PC is a Dell Dimension 4700 (I know Dell sucks, I didn't buy this PC myself) and here are some of the components:
CPU: Pentium 4 661 (ES)
RAM: G.Skill F2-6400CL5Q-4GBNQ
PSU: 600 W (I can't remember the brand name but it's not a very expensive one)
GPU: MSI N240GT (MS-V207)

According to your owners manual your PC supports 4GB of RAM maximum with a configuration of 4 x 1GB sticks. You deleted the part of your message where you listed what RAM you are using.

Anyway Dell doesn't suck at all and in fact in recent years have stepped up to being pretty good and even using high quality power supplies. The only thing about buying an OEM like that is they can be hard to upgrade. We who build our own do so mostly because we know exactly what we want and don't want to pay for anything else and of course we just like the satisfaction.

If those slots are both truly broken then you...

If those slots are both truly broken then you have no choice but to replace the board if you want more than 2GB of memory. I would use this opportunity to upgrade. A Pentium 4 at 3Ghz is roughly equal to an Intel Atom netbook processor at 1.4Ghz in power. Some smartphones are more than twice as powerful as that computer. I doubt it can even decode HD video from youtube. You sure don't need to spend a ton of money on a new computer and even a very low end new model will be light years ahead of what you have now. Don't spend money trying to fix something that obsolete.
