I can't get over 4Ghz with FX6300 what to do?

I tried increasing the voltage by 0.075 ( 3 times each 0.025) and it didn't work either. I get errors when I run OCCT after few seconds. Voltage loadline calibration is set to high.

I thinks thats the problem.
You shouldn't really overclock with the stock cooler. Your temps will rise fast and amd chips arent that great at tellibg you actual temps of the cores because there is no actual thermometer on the cpu, its done with algorithms. you can maybe get a few extra mhz but I wouldn't touch the voltage on it.
you should really invest in an aftermarket cooler if you plan on getting to 4Ghz or above

Thats a great cooler but it might limit you past 4Ghz. The noctua coolers are great and can rival against watercoolers. Just do some research on what you want to buy and see comparisons.
Oh and yes I did OC my cpu with the multiplier but I also adjusted the base clock for a few extre Mhz

i started with the multiplier until i couldnt reach 4.8Ghz without adjusting the voltage even more. Then i adjusted the base clock from 200 to 203 i think which got me closer to 4.8ghz.

im not too sure with HWmonitor. i run HWinfo. its basically the same but i found it to be much better as it picks up sensors like VRM sensors on GPU's and your motherboard. it just has so much more info than HWmonitor and it should correctly describe what that temperature reading is like CPU, GPU, socket etc.

I used it and after 30 mins on OCCT my cores temp is 55, North Bridge is 62, mother board is 32. What's really weird is that my CPU is using only 45 Watts. HWMonitor also reads 45 watts.

Your temps are within limit. When OC'ing a maximum of 62 degrees for CPU and 72 degrees for socket so try and stay within those limits. mine reads a constant 111.681 watts but the VRM's are only showing about 55 watts going into the cpu while browsing so i guess not all readings are perfect haha
