Good PC not performing as well as it should be

First of all here are the specs of the computer :
AMD FX-6300 3.5 ghz
Sapphire R9 270 Dual-x OC
MSI 760gm-p21(fx) Motherboard
Kingston 8gb 1333mhz ram
Western Digital Blue 500gb 7200rpm
Thermaltake 630w smart se 80 plus PSU
Cooler Master Hyper 212 evo
Cooler Master HAF 922
The problem is that in every game i play if i look in the distance i get a massive drop from 60fps- 30fps for some reason. I updated the drivers of the gpu and reinstalled windows 8.1 pro. The drops in game are not caused by bad optimisation all of the games (147 steam games) i tried had the same problem. In some cases i cant even run games at low settings. Someone please help :(

I'm sorry, I wish I could help, but I really don't know what else it could be.

Drivers should be good.
Game settings should be okay, considering you're only hitting around 60% GPU usage.
You have enough RAM
Your CPU should be fine...

what about while your playing the game for a while? things take time to heat up. check your mobo temp cpu temps and graphics temps using speccy .

heat will throttle down your clocks if they get to hot. try and turn up your cpu fan speed along with turning up your fan speed on your graphic card.

download malwarebytes and run a scan on your pc.

No vsync is off, i just played for an hour and the problem started right when i entered the map. The gpu went to 58°C and the cpu to 49°C. I did try updating bios not even that worked, also i have norton antivirus on the computer.

I see what I did. I agree that I believe the CPU isn't keeping up.

I cant list all 131 games in my steam library so here is a few Far Cry 3, Shadow Warrior, Battlefield 3,Crysis 3,Cod Ghosts(dont ask why even i dont know),etc. I think Far Cry has it but i am not sure.
