screen tearing 60fps

This is my current set up:
Intel i7 4790K @ 4.00GHz
Gigabyte G1 Sniper 5 mobo
(2x 4GB) 8GB DDR3 G.Skill Sniper Series
ASUS GeForce GTX 980 SLI
Corsair HX 750W
XSPC Raystorm D5 Water Cooling Kit ( Have not installed yet)
HP w2338h Monitor

Now, here's the problem:
I've been playing borderlands the pre sequel with just one card, the second card was dedicated to PhysX. I have V sync on, but my fps drops to 20-30 while playing, When its not dropping, it says around 59-60 but i get some lag and screen tearing. What is wrong??? Is it my monitor? maybe its too old?
 
Solution
Vsync always works better when you set it through the nvidia control panel, just make sure its set to off ingame.

Also, make sure that your physx is actually going to the second card and its not running through both.
Well your monitor's 5ms response rate it's not really ideal specially for shooter games where there are very fast movements so maybe that's the issue, sometimes however even if you turn on VSync it doesn't really work, try using Refreshlock to force your games to properly apply VSync before making any money investment.

i was certain i had vsync on, but now when i go to nvidia control panel, under vsync it'll say use 3d application settings or something like that. Every time i change the setting and hit apply, it goes back to use 3d application

I get screen tearing in it as well for some unknown reason. Use 3d application settings means it let's you control the setting in the game options so if you have it turned on there then it should be working.

So basically I should try to have vsync off in game and turn it on through nvidia control panel. I'll give it a try. Guess I should open a new thread, accidentally clicked solved.. Grrr
