Locked out of PC from BSOD

Hey guys i just bought a new NIC card and i installed the drivers but got a BSOD IRQL_NOTLESS_OR_EQUAL. I removed the card and restarted but still get the error, i know its due to the driver software but theres no way for me to remove it as i can not get in windows at all except the bios. Please help as i now have a 1700$ paper weight.

Pressing F8 brings up boot options , i have also tried doing the command prompt legacy command to no avail to get into safe mode

Fixed it, apparently with a UEFI BIOS and an SSD you must press and HOLD the F8 key right before the windows logo appears which is like 1.5 seconds
