Windows 8.1 - The Start Menu and Desktop keep on flashing back and forth

this problem has rendered my computer useless, as I cannot access anything other than my internet browser (which is only possible because it's a shortcut on my desktop). The computer does indeed work in safe mode, however after restarting multiple times attempting the fixes I am now going to list, the problem still occurs once out of safe mode. These fixes include both uninstalling and reinstalling my graphics card drivers, system restoring to a time at which the computer was fine, and I am now currently on safe mode running a virus check. If all else fails I shall proceed to do a factory restore, but as you can probably imagine, this is not something I desire doing. At this moment in time I have run out of ideas, and was wondering if anyone here would be able to suggest something else to me. I am almost sure it's an operating system problem, but any advice would be greatly appreciated. I anxiously await your responses.

My system specs are as follows:

CPU: Intel I3 3220
GPU: Asus HD 7850 2GB
MoBo: Asus P8Z77-v lx
RAM: 8GB Corsair Vengeance 1333Mhz
HDD: Western Digital Caviar Blue 500GB
Operating System: Windows 8.1 64 bit

Aside from that, you can try doing an in place install, or as it's otherwise called, a windows 8 repair, which will attempt to correct any faulty settings while leaving your files and folders intact.
