Solution
Dotta 2 doesn't require much, but you'll need to upgrade to at least 4GB of RAM (preferably 8GB), a decent 500W PSU, and then maybe something like a R7 260X.

Something along these lines:

PCPartPicker part list / Price breakdown by merchant

Memory: G.Skill Sniper 8GB (2 x 4GB) DDR3-1600 Memory ($69.99 @ Newegg)
Video Card: XFX Radeon R7 260X 2GB Core Edition Video Card ($95.50 @ Newegg)
Power Supply: Antec 450W ATX Power Supply ($34.99 @ Amazon)
Total: $200.48
Prices include shipping, taxes, and discounts when available

Assuming you can install a new PSU, and have room for the RAM and GPU in the case. Just ditch the 2GB of RAM if you get this dual-channel kit, as it will only slow you down.

If you need to save a little, you can just buy another matching stick of 2GB RAM. Try to get the same brand and model, although it probably won't run dual-channel unless their identical, and 4GB is still low for modern gaming.

Yeah everything about that will limit you.

Go for 8 gb of RAM thats just the standar and it doesn't put too much of a dent into the budget.

Go for maybe a R9 270x 2gb of vram

and probably a 400w psu

with that you should be a bit better off
