If I replace my motherboard on my desktop, will I be able to continue to run the OEM version of Windows 7 Home Premium that I have now without any problems...or not. The motherboard is the original one that came with the tower and I installed the OEM Windows 7 on it as an upgrade from Windows XP some years ago. I seem to remember that changing the motherboard was an issue for some people in the past, but can't remember...thoughts?

Ok...that is about what I remember.

So, would this be about the cheapest (although clearly not the most direct) way to upgrade to Windows 8.1

...and would it clear the OEM status on the previous install if I did this successfully??

Already answered in heavy detail! Nice article

you can transfer a retail upgrade license to a new PC. This fact confuses some people. Remember that the PC on which you install the upgrade must have a qualifying license first. So if you buy a new PC with an OEM Windows license, you can remove your retail upgrade from the old PC (restoring its original, un-upgraded Windows edition) and install your retail upgrade on the new PC. This is covered in Section 17 of the Windows 7 license:

You may transfer the software and install it on another computer for your use. That computer becomes the licensed computer. You may not do so to share this license between computers.

According to wording on the retail upgrade media, “This [setup] program will search your system to confirm your eligibility for this upgrade.” It is, presumably, looking for evidence of a currently installed version of Windows XP or Vista.

The most expedient way to know is to ask to them here: (http://answers.microsoft.com/en-us/windows).
Microsoft licensing is purposely deceptive, and ever-changing.

For instance, upgrade from 8.1 to 9 is going to be gratis for retail version, but not if you have OEM.

The last post here ( http://superuser.com/questions/499436/does-upgrading-a-windows-7-oem-licence-to-windows-8-remove-the-oem-restrictions) seems to answer your concerns as well.

Thanks. Two very different answers on the superuser site, but the second one "seems" more convincing. The MS answers site is a good call. I will ask there.
