When monitering my GPU core clock, my core clock stays 400 no matter what I change it to.

When monitering my gpu core clock on MSI afterburner, I noticed that no matter what I change it to, the graphs say that it is 400mhz. It moved up to 1000 temporarally (this is the stock clock for a radeon hd 7770)
Is this because it moves up to its normal clock speed when that speed is required?
Sorry if this is a nooby question.
 
Solution
Sounds like a power-saving mode is active. Nothing wrong with it as long as the speed increases when load is applied. Try running a benchmark or a game and see if it does so.

It increases to 1000mhz when a game is running, thanks :)
However, it does not go all the way up to the clock speed I set, only to 1000mhz.
Even a small increase, such as 10 exta mhz does not apply.
