cpu not at full clock

Perhaps you get the extra 50mhz when the cpu is under strain, too check download CPU-Z.
If you do not want to screw up the overclock (increasing multiplier), you should read up thoroughly on the subject and consider the following:

Keeping track of your temperatures in a stress test
Perhaps after you have read up on it and became an adapt lower the voltages.
Using good stress testing software and perhaps getting better cooling ( which i don't think you will need for a 1c...

cmoscmos, if i do change it from 39x to 40x what precautions should i take so it is less likely to screw anyhing up?
and corvette its not the cpu speed im annoyed about its the fact that its supost to go another 50mhz but it doesnt which is a tad suss.

Using good stress testing software and perhaps getting better cooling ( which i don't think you will need for a 1c multiplier increase) .

But if you don't care all this risky overclocking is not necessary ,because you could break your system and void your warranty, it is a dangerous practice.

What you could also do (which could be equally dangerous in some cases) is update the firmware of your bios, perhaps its outdated and not giving you the full potential.

Either way read up on it and good luck.

PS: personally i'd say screw the 50 mhz but i understand where you are coming from, if you are REALLY bothered bring it back and complain @ the store.
