I dont really know how to tell if my computer can handle a new upgrade, here is a link to my comps specs:

My monitor is different than the one in the link, as well as the mouse and keyboard

I would like to know if i could upgrade my computer to be able to run a game like Total War: Rome 2

If i can, please recommend a graphics card under $250

I like the R9-285 for it's lesser need of PSU upgrading and that it meets your needs handily.
