microsoft visual c++ install crashed pc

Hey guys so I formatted my 32gb ssd and 1tb hdd installed windows 8.1 on it and was going to re-download my games. When trying to install smite it prompted me that I had to install Microsoft visual c++ as a pre requisite. When it was about to finish installing it an error popped up real quick about a driver issue i couldn't read it. Then went to the blue windows encountered a problem restarting computer. Now it keeps loading past bios and before windows finishes loading it says pc has error needs to restart and loops continuously. I tried booting windows again from a flashdrive to no prevail made sure in bios to set to boot from flashdrive but still just loops the error crashes and reboots. Please help
