Computer boot cycling before launching windows (only occurs after several hours of being powered off)

Hi,
I have recently built a PC for a friend (specs below) and it has a very odd issue which I am having trouble figuring out.
Basically when I initially put it together it had the issue of power cycling on and off about 4 times and then eventually posting to the Gigabyte BIOS with a message saying "BOOT failure detected please load optimized settings".
After I load optimized settings it runs and performs fine. Problem is after it is powered off and left over night the power cycling comes back.
I have updated the BIOS and now I no longer get the boot failure message but still get boot cycling about 4 times before it eventually loads and runs without issue.
The odd part is it only does this if the PC has been off for at least a few hours. If I turn off and leave for 10 minutes, then switch back on it loads fine without boot cycling.
Its quite odd, I'm not sure if its a strange power issue?

I would try to unlpug all the cables from the motherboard and then plug them back in, then replace the button cell battery on the motherboard. Make sure the power supply is switched to the off position. It's worth a shot.
