can i run these games at high / ultra settings ?

hello my pc got
1. intel core i3 2120@3.3 ghz
2.msi gtx 750 ti twin frozr gaming 2gb ddr5 oc gpu
3. 2x4 8gb ddr3 dual channel twinmos 1333 mhz ram
4.Asus p8 h61mlx3 r2.0
and i am running windows 8.1 pro x64
so guys can u think i can play next gen games like gta 5 ( if its optimised) , witcher 3 , assasins creed 5 , batman arkham knight etc at high or ultra or mid setting in 1366x768 resolution plz reply i am on a budget so i choose that card actually 750 ti is very good with other games like watch dogs and ac4 so guys plz give your opinion

I'd day medium high would be a good balance.. Really each game varies so it's more trial and error, but I think medium/high should be fine, if you have a specific budget we could come up with something possibly better.
