I am planning on building a gaming pc soon and I have the option of an Asus R9 270X 2gb and a MSI R9 270X 2gb. I was originally going to get the Asus one but the price rose from about $150 to $175, and the MSI model is $155 right now. Which one should I get, the Asus has a Direct cu ii cooler and the MSI has the twin frozr model. I am planning on playing on a single 1080p monitor and have a secondary 720p tv on the desktop. The fan noise matters a little bit to me, what really matters is how cool the graphic card is.

Thanks in advanced

R9 270X are AMD cards built on license by different manufacturers, apart from slight difference in clock speed and different coolers they basically the same card.

Not really, choose the one that your MOBO is, if your MOBO is Asus, choose Asus, if your MOBO is of any other mark, just choose MSI, you are not going to have any difference really.
PD: If you want more performance, buy the MSI lightning.

I have ASUS Sabertooth with a MSI R9 270.

Just pick whatever gpu is cheapest mate.
