Dell made slight variations to that design. But if this is what the inside of your case looks like, it will fit fine.

However, I believe your PC only has a 225W PSU with a tiny 14A +12V rail. That card may be too much for it when it gets heavily loaded. Good thing you won't be gaming.

No, that won't work. Why did you buy a card with no low profile brackets included? Return it and get the correct card. No sense buying an adapter that is worth as much as the old card is.

You can buy generic L-P brackets online, but finding a pair that match your PNY ports will be difficult.
If you are using the DVI connector on the card, you can unplug the blue VGA port from the card and remover it, bend over the long bracket at the correct length, and cut off the excess. Drill a bolt hole in the correct location and use it that way.

You're not going to be doing much gaming with a 8400 GS. What's your budget and what's your monitor's screen resolution?

OK. If you're not gaming and your monitor's resolution is that low, the 8400 GS (or any card like it) will be fine. But other than the work-around I mentioned above, there's not much you can do if you don't buy the right card for the PC.
If all else fails, you can pick up one of these for ~$30: http://www.newegg.com/Product/Product.aspx?Item=N82E16814102882
