Should I wait for Broadwell/Skylake/Canonlake and ddr4 or buy any Haswell with ddr3 ?

Hi everyone !
This is my first post here and I begin with respect to everyone. ( Please forgive me if I am rude or my English is not correct because I am from Bangladesh).
My current pc is :
Intel Pentium Dual Core E5300 2.6Ghz
Gigabyte GVN94TOC-1GI Graphic Card
Intel DG41RQ Motherboard
2GB RAM

So I was thinking of upgrading my PC to a new one; and I also had planned everything; but Intel's
Tick-Tock destroyed all my plans. So, should I wait for the Broadwell/Skylake/Canonlake and ddr4 or should I buy a Haswell and ddr3 ? And also please recommend me what to buy.

I always recommend that people buy what is available and relevant to them at the time they need it. Clearly, if it is one month before a major announcement and the investment is a lot, then it makes sense to wait a month. If it is 12 months down the road, then evaluate if you can get today what you need today - don't build for the future, jsut do what is right for now.

There will always (at least as long as we can look into the future) be Intel tick-tocks and AMD tacks onto that. When you buy, your investment starts losing value and you have to recoup your investment by the productive use of that equipment.

Waiting and not buying/building, also has a time value in lost productivity.

Well, I live in Bangladesh. Here $1= 80 Taka ( or in short TK 80). I currently have a budget of 2,00,000 Taka. ( It is about $2500, but believe it or not, the prices here are almost or more than double, or sometimes even TRIPLE ! ) I will be using it for Hardcore Gaming + Overclocking.
