Can't change anything in BIOS - Manually

I cannot seem to set anything to manual to overclock the CPU and the RAM in the BIOS... I can set the RAM's profile to the XMP, but I cannot set anything to manual, There is no option whatsoever. The +/- keys do not work either...

Motherboard: GA-990FXA-UD3

Some settings on that board require you to directly key in the value. For example, to change the CPU vcore voltage, you just start typing the value you want. Hitting enter will allow it to set the value it has available the closest to what you typed.
