Huge LAG spikes. Unplayable games.

Recently I got an new modem because the internet went out for a day or two. After that, i have been getting massive lag spikes in games and Teamspeak. What happens is the ping launches from a stable 30 to 100+, 400+ or sometimes 800+. All players in games freeze, like they are running in place the zip forward. In Teamspeak, the chat just cuts out for a second or two. This happens roughly every 30 seconds to a minute.

I have gotten another, different modem since then, no change, also the cable wire going to the modem was replaced. the ethernet cord from my PC was replaced, which i plugged directly into my modem, bypassing my router, no change. I've ran virus scans, and adware and malware scans, no change. The new modem changed my IP, so I tried doing those IP/DNS flushes in the cmd, no change.
Is there anything else I can do to fix this?
The only thing left that i can think of that is causing this is my PC.
This problem only started occurring after i change modems. It never happened before this. Here are some specs.

Solution
Cable or DSL? Single family home or rental?

If cable and single family home then go to your splitter and unplug everything but the line that runs to your Modem then try to ping again. If this works then check all connections in your house and consider installing a line filter "$20" right before you modem, your provider should give you one for free. Usually this is because something connected to the splitter has a bad connection or damaged line, which means you might want to hook them up one at a time until you find the bad line/connector.

Rental, the only thing you can do is check all the connections in your apartment just like above and try again if it doesn't work call in a Tech so they can test to the Pole, you would probably...

Rentals go throu a Junction box and it is possible you can get interference from someone Else's service.

DSL depends on do you have a dedicated Line or a all residence install.

Dedicated line, check your line from the Jack to Modem, replace if possible with the shortest line that will work. Check connections at your junction box "outside" , replace Ethernet cables running to your PC/Modem/Router and try again. If no luck call in a service call.

Complete house install, unplug all devices from all other jacks in the house. Check you junction box outside the house for lose wires and corrosion then try again. If that doesn't work replace all Ethernet cables on PC/Modem/Router and try again. Still no luck call in for a service call. If unplugging all devices worked then something is giving feedback and you should try attaching them one at a time to trouble shot the cause, a cheap inline filter "$2" at each device but your modem might solve it.
