Asus Sabertooth 990FX R2.0 Boot problem

Asus Sabertooth 990FX R2.0 (With Newest BIOS ver.)

The BIOS boots fine, everything functions just right only when I try to boot into windows, it only partially loads and when I log in, it freezes exactly 24 seconds every time after logging in. When i try to boot into safe mode, it freezes immediately after typing my password and hitting enter, same goes with the other versions of Safe Mode.

I have tried several things, I have updated my bios, reset the CMOS, and I kept noticing the Red BOOT_DEVICE_LED was on, and so I put a separate, fresh Hard Drive (With nothing but Windows on it, and it is a functioning HDD as I use it as a backup occasionally), as well as 3 other hard drives. The problem remains the exact same, and I eventually decided to try to boot from a USB stick. It froze immediately on that as well. I have no idea what could be wrong.

As for the beeps that the motherboard does, it doesn't beep at all. Nothing out of the ordinary with that.

I have the two plugs in the GPU, it was working fine for months and now suddenly it's doing this freeze ordeal.

The PSU and RAM are both fine, I've tested both. Is there anyway I can test the motherboard without dishing out $$$ for just "trial and error"?

If you have tested all parts then RMA that board is a Sabertooth witch is a nice amd base board I have built many of them. Asus will cross ship if you pay fore it and they give your $ back when they get the bad board.
