I am going to be building an x99 pc and am having trouble knowing what cpu to buy.
I want the cpu that will be the fastest in browsing and wanted to know if the performance between these 3 would differ

You definitely don't need an X99 setup for web browsing. If you want to go w/ X99 regardless, the 5960X would be slightly slower in programs that don't use all 8 cores as it's clocked slightly lower than the other two. The 5930K would be the best price/performance ratio in multithreaded programs that can't utilize 8 cores and still have 40 PCI-E Lanes for 3 or 4-Way graphics card setups. The 5820K is technically the slowest of the 3, though you would be hard pressed to notice the difference except under very specific applications/uses. It's price however, is hard to beat for what your get. With all that said, if you're ONLY doing web browsing, you would really not notice a difference between these and much cheaper processors.
