I only get up to 25 fps on Arma 3 witha gtx 750 ti ftw.

My cpu is an AMD Athlon x4 760k and I was maybe thinking it was bottlenecking but I want to know how I can stop the bottlenecking.

You can try overclocking provided you have a decent aftermarket cpu cooler and a good motherboard.
The other alternative is to simply get a new processor and motherboard.
Intel cpus is more favourable with arma 3. An i5 Haswell cpu would be a good upgrade.

It's my understand your CPU would be similar to an FX-4320. I know the main benchmark above is with a TITAN but I'd expect you to get more than 25FPS if your CPU was the main bottleneck.

You may not have an i5, but the game can also be GPU bound especially with a GTX750Ti so depending on the SETTINGS you chose it's difficult to say where your main bottlenecks are.

*What FPS do you get at different quality settings like:

1920x1080 - MEDIUM
1600x900 - MEDIUM

There are also other games of this type that run quite well on your current specs. Heck, I have a better system and was just having fun playing COD #1 (with widescreen fix).

Then I don't think anything is really wrong. It's a really demanding game, and one of the games for which people spend a lot of money on a gaming system.

I'm not quite sure why you expected to get above 25FPS on Ultra settings at 1080p anyway with a mid-range CPU and mid-range graphics card.

*Like any game, don't just crank the graphics quality. Rather, decide on your frame rate target (i.e. 40FPS average with VSYNC OFF) and adjust the settings to achieve that.

It's possible 1600x900 may make more sense but you can decide. It depends a lot on how large the HUD/text elements are for the game as lower resolution can make these blurry. I don't own ARMA III so have never experimented.

There's an optimal combination of the settings. Some people prefer more anti-aliasing, some prefer a higher frame rate etc. Often there are settings like SHADOWS, or Depth of Field which are far more demanding than other settings for the amount of obvious visual benefit they provide so those are ideal to turn down or even disable.
